| The Foundation's strategy
2003-2005 will be a period of dramatic transformation.
Looking back over the past years, we have supported numerous
local initiatives that promoted new ideas, accountability,
transparency, and participation. And while we also provided
resources to strengthen institutions supporting particular
sectors, and occasionally supported policy discussion
and reform, the main emphasis was on demonstrating change
at the local level. Given the Foundation's priorities
at the time, this strategy was quite successful.
Beginning in 2003, the strategic
directions of the Mongolian Foundation for Open Society
include:
Launching a new program, Open Society Forum;
Institutionalizing successful programs, spinning off
or closing others;
Reducing the number of individual projects and activities
while increasing the average size;
Expanding cooperation among the national Soros foundations
in the region and Open Society Institute network programs
to build on the knowledge and experiences gained and
to create synergies and cost savings;
Leveraging core resources of the Foundation to attract
external donor or government funding to broaden impact.
