Teacher education
Pre-service teacher education reform project “Teacher 2005” is the core project of Open school program, designed in close cooperation of MFOS, Ministry of Education and Mongolian University of Education (State Pedagogical University) and implemented by MUE. The main idea of the project is overall curriculum reform at MUE and building partnership between universities and schools. The first year of the project was devoted to revising and developing a concept of teacher education, a Teacher New Profile, School and University Partnership model, which is the fundamental part of the curriculum reform, followed by a new curriculum framework for pre-service teacher education, confined to the social sciences and humanities.

School Improvement & Community Involvement
The transformation of rural schools into community centers is seen to be a vital part of the Foundation's priorities. School and community partnership project will support innovated schools in serving local communities with services such as community trainings, activities and information resources to promote open society values such as openness, accountability, and public participation. MFOS Education Program support this pilot demonstrations to determine whether rural schools can serve as community centers and assist its community members in their development issues.

Education Information and Networking
Mongolian educators, schools and parents provided with new information, recent publications, resources and their professional network is consolidated in the reforming of education. Enrichment of Education Information Resource Centers by new information and books, magazines; regular training sessions for young teachers and students; educational publications promotion and improvement of ICT usage in educationare the key priorities of MFOS educational programs.

Network of innovative schools and teachers
Reform minded schools and teachers effectively networked for their further innovation, creativity and participation in not only educational policy making, but also in other important matters of society. In 2003 the programs continued to support the existing network of innovative school and teachers.

Monthly "Open school" Newspaper for teachers and educators has extended in its content and plays an important role in fostering the professional knowledge and network of teachers. It has been contributing informing networks between schools and educators all over the country.

"Mongol Education" Portal Site is a first step to start introducing ICT technology use in teaching and learning. Since schools are provided with internet access within projects being implemented by different projects in the country, Open School portal site project has a goal to make available diverse on-line resources to Mongolian education community and encourage use of on-line materials in teaching and learning.

Quality education monitoring and assessment
The project will concentrate on building the capacity in the country to design and run national assessment measuring and analyzing student achievement. The possible target institution of the project could be the Centre for Evaluation of Education, currently responsible for these activities in the country (but due the luck of resources and experience it does not run national assessment studies). The training will be based on learning by doing i.e. small scale national assessment study will be designed, piloted and run. The subject areas and grades proposed for this study are mathematics and civic education at the Grade 8. It would allow to use methodology of well-known IEA studies (TIMSS and CIVIC) and to keep links with these studies in reporting.
