Dear Prospective Grant Applicant:
Thank you for your interest in the Mongolian Foundation for Open Society's (MFOS) open grant program. The following information is designed to help you get a better idea of the kind of proposals our foundation supports according to our mission..

MFOS generally awards grants through openly announced competitions, not through open grants. Before preparing an open grant application, first check to see if the project you are proposing would fit into any of MFOS's regularly announced competitions. If your proposed project does not fit one of the regularly announced competitions, it is possible to submit an open grant proposal, but it must be related to the foundation's overall mission to support the development of open society and fitted to any of the MFOS program strategy. In general, MFOS accepts new proposals that:

· designed to increase public participation in draft policies and laws
· designed to increase the openness, effectiveness, accountability, transparency of the draft laws or policies themselves
· strengthen capacity of intermediate institutions and systems that support key demiocracy/open society sectors
· model demonstration projects: designed to demonstrate a new idea in practice at the grassroots level
· tie grassroots activities with the policy making process
· develop new content or access to content

Prospective applicants are encouraged to first learn about related MFOS programs by reviewing the program information sheets (in the hall outside our office), visiting our web site, and by contacting the relevant program coordinator. In order to apply for a grant from our foundation, please fill out the cover sheet and follow the attached application form and return it to our Grants Department, room 310.

After initial screening eligible proposals are reviewed by the relevant MFOS expert committee and by the MFOS board. It usually takes around 2 months for a proposal to be reviewed. Open grant proposals are evaluated according to the overall MFOS mission and criteria outlined on the attached guidelines. Remember, clear, measurable expected outcomes must be presented in order for a project to be considered by MFOS.

Good luck in the application process.

Sincerely,

Stephen D. Vance
Executive Director
